ITEM RATE EVALUATOR Ver.2

                            Presenting the new version of  ITEM RATE EVALUATOR  for evaluating the item rate tender based on the G. O. (P) No. 54/2019 /fin dtd. 04.05.2019. some mistakes found in the previous version is rectified in this new version.The following important points are taking into account for preparing this Excel Tool. 

                           The bidder who has quoted the lowest total amount is L1 and the items with quoted rates more than current DSR is called High quoted items (HQI) and the items with quoted rates less than current DSR is called  Low quoted items (LQI). Now we have to negotiate with L1 to reduce HQI 's so as to bring them within DSR plus 10% tolerance limit or LMR which ever is lower. L1 may accept negotiation or not . But whatever may happens, admissible contract amount will be least of the Negotiated contract PAC of L1, Estimate amount based on current LMR ,or Estimate amount based on current DSR plus 10% tolerance limit.

                         The  rates quoted more than +/- 25% over T. S rates are abnormal. If the Quoted rates are greater than 25% of T. S rates it is called as Abnormally High Quoted Rates (AHQR) and if the Quoted rates are less than 25% of T. S rates it is called as Abnormally Low Quoted Rates (ALQR) . For AHQR, contract rate is applicable only up to scheduled quantities and up to 25% excess of scheduled quantities. Beyond this limit, admissible rate is limited to T. S rates modified by overall tender excess / deficit as the case may be subject to a maximum of PWD LMR prevailing at the time of ordering. For ALQR, minimum of 75% of scheduled quantity has to be executed in the site. Whenever execution of such item is limited to less than 75% of scheduled quantity, prior sanction of T. S authority shall be obtained. 

                        The excel tool is prepared based on the above directions  for evaluating the item rate tender . For entering the data first you enter the Name and other details of Item rate tenders in the Basic data Sheet. you can enter 30 works here. Then click on next sheet 1. here enter the item no, Specification, Qty, Unit ,DSR for each item, Quoted rate by the contractor for each item . You can  copy and paste these  datas  from the BOQ comparative chart downloaded from e tender site while opening of tender. For the current  DSR  generate % BOQ in PRICE .The LMR will be get from Justification menu of PRICE. Give the details in the particular columns . You can copy and paste the details from BOQ to this excel tool. While copy and paste use paste special - values option . In the statement sheet you will get the detailed evaluation as per govt. order.
